A signature is a chain of responsibility
Before approval
Each decision stores its input snapshot, draft version, proposed action and official’s authority. Reviewers can request a correction without granting execution. The system records both the superseded draft and its replacement so an auditor can see how an assumption changed.
After approval
A signed action receives a separate execution receipt. A signature does not prove that a vehicle arrived or that a resident accepted a ration. Complaints enter an independent review queue with the receipt attached. Withdrawal stops future use of the authority without erasing the historical signature.

AIBoundary’s record limits this configuration to recommendation preparation, roster matching and approved dispatch inside a contracted area. Autonomous spending and unrestricted machinery control are excluded. The certificate record and its last verification date must be read together; an old valid record cannot establish current validity.
