The three client examples now separate pending counts from completed-signature delays. The observation window ends at the ledger’s published verification time. The update changes presentation, not a client’s authority.

A training exercise exported draft history, signed instructions and unresolved appeals into a readable packet. Reviewers checked whether an office without the recommendation service could still identify the last approved instruction. No live resident records were used in this exercise.
