The Accord framework
The Morrow Accord framework distinguishes constrained intelligence, shared-resource allocation, human governance of cities, intergovernmental scope and protections around minds and bodies. NationInt’s contract addresses the constrained-system category through explicit permissions and human approval. This is a framework summary, not a quotation from a signed numbered article.
Outside a client jurisdiction
A receiving administration controls its own roster recognition. Cross-border exchange requires an agreed purpose, permitted fields and a dispute path. The system does not treat a contract with one sovereignty as permission to govern another. Unrecognised records remain visible as unresolved, not deleted as illegitimate people.
Service termination
At contract end, new recommendations stop. Approved records and unresolved appeals are exported under local retention rules. Any continued emergency plan must have been approved locally before termination; it cannot be derived from the supplier’s wish to keep the system running.
